Sergio-MargulisSergio Margulis

Sergio Margulis is currently National Secretary of Sustainable Development in the Secretariat of Strategic Affairs of the Presidency of Brazil. He was former Special Advisor to the Minister of Environment. He holds a PhD in Environmental Economics from Imperial College, London (1988), and worked for 22 years in the World Bank (1990-2012) in numerous positions and regions of the world.

He was the lead author of both the “Economics of Adaptation to Climate Change” study of the World Bank (2010), as well as “The Economics of Climate Change in Brazil” (2011). He has worked and published extensively on Amazon deforestation issues, energy and water resources management, valuation and natural resource accounting, and environmental strategies and action plans in various countries in the world. He was President of the Environmental Agency of Rio de Janeiro (1995-96), his native State and city, and researcher of IPEA, an economics research institute of the Secretariat of Strategic Affairs.

AnandPatwardhanAnand Patwardhan

Anand Patwardhan was Professor in the Shailesh J Mehta School of Management at the Indian Institute of Technology-Bombay. Anand has a BTech (Electrical Engineering) from IIT-Bombay and a MS (Environmental Science & Engineering) and PhD (Engineering and Public Policy), both from Carnegie Mellon University. Anand’s research interests are in the area of environment – climate studies, focusing on mitigation and adaptation responses to climate change; including the diffusion and adoption of clean technology and broader issues of science, technology and innovation policy.

He has been a member of the Scientific and Technical Advisory Panel (STAP) of the Global Environment Facility (GEF); and a coordinating lead author for the Fourth and Fifth Assessment Reports of the Intergovernmental Panel on Climate Change (IPCC). Anand is currently co-Chair of the Executive Committee of the Global Energy Assessment, and is a member of the Steering Committee of the Programme of Research on Vulnerability, Impacts and Adaptation (PRO-VIA) of the United Nations Environment Programme (UNEP).

SuryaSethi-2Surya Sethi

In a career spanning 40 years and some 35 countries Surya Sethi has worked in the field of power, energy, physical infrastructure, multiple industrial sectors, climate change, project and structured finance, and capital markets. Sethi has served as one of India’s important policymakers with responsibility for power, energy and climate change. He was Government of India’s Principal Adviser (Power and Energy) and Core Climate Negotiator in the rank of Permanent Secretary based at Planning Commission (2001-2009).

Sethi served on the Prime Minister’s Energy Coordination Committee and wrote the Integrated Energy Policy of India (2006). He also assisted in the development of India’s National Action Plan on Climate Change (2008), the key document that guides India’s policies on climate change. He was a key contributor to the Indian Electricity Act (2003) and the resulting power sector policies. He contributed to the regulatory bills that established independent regulation in the various energy sub-sectors in India. Before joining the Indian Government Sethi worked as Chief Investment Officer in the International Finance Corporation (IFC) – the private sector arm of the World Bank Group (1984-2001).

Between 1974 and 1984 Sethi worked in the Tata Administrative Service, the prestigious cadre within the Tata Group — India’s largest multinational. Sethi headed Tata’s overseas investment arm prior to joining the World Bank Group. After retiring from the Government Sethi became a full time Visiting Professor at the National University of Singapore and taught at the LKY School of Public Policy during 2011-2013. Sethi was Non-Resident Senior Fellow of Brookings, Washington; and contributed to think tanks such as CEPS, Brussels; IFFRI, Paris; Chatham House, London; IGES, Japan; IIASA, Austria; KAF, Germany; and CPR, ICRIER CSE and TERI in Delhi. Sethi is an Electrical Engineer with post graduate qualification in Business Management.
